It’s Just A Suggestion!

There isn’t really an argument here – just (useful!) context and a “suggestion” that’s unsupported by reasoning. In our anticipation, then, the goal is to pick out elements of the suggestion that seem vulnerable to challenge. Here’s a super-abstract summary of the suggestion through that lens:

Decisions should be determined solely [this way], as measured by [this thing].

This suggestion could be weakened by introducing other factors that should inform decisions, or by criticizing the suggested measures. Adding the substance back in, we’re looking for:

  1. Reasons a journal’s usefulness in one discipline shouldn’t be the sole factor considered.
  2. Reasons the frequency of citations isn’t a great measure of usefulness.

One piece of the context turns out to be essential as well – this suggestion describes how libraries used only by researchers should decide which journals within a discipline deserve subscriptions. That bit is arguably catchable up front, but only realizing its relevance later is totally fine.
