Other People's Position · War on purple loosestrife is to protect nature
I think the author's setting up this argument to take it down. This is more or less a summary of Passage A's position.

Author's View · The war on purple loosestrife is about controlling nature
What's actually being threatened? Not much it seems. So the author argues that the war on purple loosestrife is about controlling nature.
████ ██ ██████████ ██ ██████ ███████████ ██ ███ █████████ ██ ██████████ ████ █████████ ███████ ███ ███ ████████ ██ ███████ ████ ████ ██ ████ ██ ███ █████████ ██ ███ ██████ ██████ ███ ██████ ████ ███████ ████████ █████████ ███ ██████████ ████████ ███ ██ █ ███████ ██ ███ ██████████ ██ ███ ███████ █████████

Author's View · Economics is the real motivation for the war on purple loosestrife
Because purple loosestrife threatens revenues that depend on wetland resource like hunting, trapping, and recreation.

Which one of the following, ██ █████ █████ ████ █████ ██ ███ ████████ ██ ███████ █ ███ ███████ ███ ████████ ██ ███████ ██

a

Localized population reduction ██ █████ █ █████████ ██ ██████████ ████████████ ██ █ ████████

This weakens Passage B’s argument, because it shows that even if the species that are affected by loosestrife aren’t currently considered threatened in North America, the reduction of those species in a localized area (such as the wetlands that have loosestrife) signals a potential larger danger to the species. This suggests the impact of loosestrife on the environment might be larger than Passage B believes.

b

Purple loosestrife was ██████ ███████ ██ █████ ███████ ██████ ███ ██████ ██ ████████ ██████ ██ ███ ██████

No clear impact. This suggests loosestrife became noticed more because of people moving to new areas as suburbs spread. This doesn’t indicate anything about the impact of loosestrife on wildlife.

c

The amount by █████ ███████ ████████ █████████ ███ ██████████ ████████ █████ ██ ███████ ██ █ ██████ ██ ███ ██████████ ██ ███ ██ ████ ███████ ██████████ ██ ██████ ███████████ ██████████ █ ███████████ ███████ ██ █████ █████████

Passage A’s argument doesn’t relate to the economic impact of loosestrife, so (C) has no effect on Passage A’s argument.

d

Some environmentalists who ████████ ██████ ████████ ██ █████████ ██████ ███████████ ████ ████ ████████ ██ █ █████ ██ ███████████ ███████

How some people think about loosestrife has no impact on the actual effect of loosestrife on wildlife.

e

Purple loosestrife has █████ ██████ █ ███████ ██ ███ ██████ ████████ ████ ██████ ██ ██████ ███ ████ ████ ██ █████████ ██ ██████

The issue is loosestrife’s impact on wildlife in the wetlands, which is not loosestrife’s native habitat. (It’s called an “invasive” species, which means it’s not native to the area.) So the impact of loosestrife in its native involvement has no clear impact on the arguments.
