Nowhere does the author suggest that Bentham's reforms were beneficial, merely that they cocurred. Prevalence does not imply beneficence, as the prevalence of 18th century laws existed despite their inefficiencies. The only reasonable answer here that isn't outright excluded is D, which captures the essence of the discussion in a very vague but accurate way.
@emilycvas231986 Yeah, I'm not a fan of the wording here. The passage never says that they are able to use mass market culture, just that Marcusians have not examined that possibility. It's just too strongly worded for the passage. Meanwhile the passage does indeed state that Marcusians make a major mistake, i.e. they are wrong in that they don't fully consider whether people are able to make distinctions. I feel this is wrongly chosen at the moment. Maybe later I'll get this but at the moment it feels backwards to me.
