165 U of Toronto, Osgood, or Dalhousie. Looking to do the joint MBA as well

To help me identify the conclusion I substituted the phrase " As a result" where the question says "As a consequence". Earlier lessons explained that conclusion indicator words or phrases include "consequently" and "As a result". Then if you read the conclusion "as a result democratic institutions will crumble and much valuable social cohesion will be lost". It helped me identify answer A as the correct answer. I am just wondering if I am wrong for substituting the words into the phrase?
