The way I interpreted this question is as follows:

There two important components in this argument are intended outcome and actual outcome/ by-product of an action. It is important to distinguish them from one another first. Much of the remaining information is context to distract you. Then, the conclusion is something along the lines of “(last sentence) nothing will justify the means except an end’s values with (sentence 1)the end of an action being the intended outcome.”

A) flawed reasoning

B)the word “always” makes this statement to be not necessarily true

C)justify an action only by it’s intended outcome

D)by-product does not justify an action. The intended outcome does.

E)wrong reasoning. It is not the actual outcome justifying the intended outcome.
