I believe "incompatible elements" is referring to diverging living standards and a stable economy. "Some politicians" claim that in order to have a stable economy (not "economic chaos"), the living standards of the European nations would need to converge. That is the "alleged" incompatibility. The author refutes this with an example (or analogy) of where those two seemingly incompatible elements - economic stability and divergent living standards - coexists. Hope that helps.
