I fell for the trap answer, A. My thought process was the stimulus used the argument of needing to renovate the train station as a means of support for Outerville attracting more people in order to survive. What I failed to realize was attracting more people was an already agreed upon perspective. Knowing the difference between what the author is trying to convince the reader, ie that the train station needs renovation, opposed to something already agreed upon, ie "as we have agreed", will help distinguish between context and argument.
Hoping this comment will help someone who had a similar thought process as myself.
Are these awards open for persons applying to Canadian JD programs or is it strictly American JD programs only?
