While I agree with you in part, I don't entirely agree with your rationale for D. We, in fact, do know that the necessary condition failed because the stimulus tells us that. The stimulus explains that the chairperson did not consult with any other members. Answer D's "had they been consulted" automatically fails the necessary in D because the member's were stripped of their option to decide. How they would have decided is moot. Theoretically speaking, the members could have in fact found that they all agree with the previously-published report ex post facto, but it would have 0 effect on fulfilling the necessary condition due to the temporal relationship that exists with the failure of preliminary consultation. That's what I'm battling with.
