Isn't this a sufficient assumption question stem?

This is the hardest question I have encountered... how are you supposed to keep track of all these conditionals (with this insanely tricky wording and incredibly tricky AC phrasing) all within time???????

Would C be an example of a necessary assumption, not sufficient?

Would D be an example of a strengthen answer?

Would the reason why answer C is wrong is because we can't make inferences based on 2 most statements (i.e. most + most = most is NOT a valid inference)?
