A was not assumption based out of all these answer choices. If thieves aren't abandoning cars, they will get caught as opposed to abandoning cars because how else would they get caught

@GabrielleRothstein idk if this will help, but in this particular question when it says "AC isn't the only significant drain in the power grid", the question does not mention significance just that the AC use is specifically overloading it. The key word for me here was overloading it. It talks about how specifically even if residents don't use AC as much, it will still happen. So the only way for blackouts to still happen if the residents using it so much was not the issue. B satisfies that. I think you just have to pick apart everything.
