@Lev I was lowkey upset with the explanations too. Can you please look at my reasoning below and let me know if it makes sense too. After reading the question from the top twice, I can see why E and not B (what i picked) is the best fit answer. We're looking for an answer that says the proposal isn't pointless. If humans are quite likely to be ill from the disease then all attempts to avoid any of the lobsters getting gill disease should be made. And although 'hardly any' lobsters live long enough, there is a possibility that at least one in the harbor will, meaning that humans could get sick from that one.
