After getting this wrong, I felt as this explanation in my WAJ helped me truly understand this.

So pretty much the conclusion is saying that over the past 10 years that there has been an increase in ppl over 65.

So an alternate explanation here is that there are less young people, and this in turn is what caused the average age to increase, resulting in the fact that the # of old people hasn't actually increased.

AC A covers that in saying that there has actually been more people under the age of 18 - so that would hurt our avg. in a bad way UNLESS there are actually more old people.
