How do you know if a argument has a conclusion and a premise and one that does not have any? I am doing pretty good on identifying the premise and conclusion, but have trouble understanding what is an argument and what isn't

For accommodations, can I do the test on paper without having a medical need? I just prefer the test on paper because it's what I'm used to.
