Hey there, I had the exact same line of reasoning for choosing B. Here's my understanding as to why B is incorrect: Although it does seem as though the argument claims that Cotrell is incapable of writing anything better than average DUE to the few superior submitted articles, the claim is stating that those few superior submitted articles are "obviously plagiarized", which seems to be operating as a sub-conclusion. This sub-conclusion is also supported by the stimulus' premise that Cotrell is "incapable of writing anything better than average", which is also exactly what the argument's Main Conclusion is (stated in the first sentence). This circularity can thus be described as the argument presupposing precisely what it is trying to prove, with the only proof being essentially a differently stated conclusion. "Cotrell is bad/average-at-best at writing articles because Cotrell is bad/average-at-best writing articles."
