I had it narrowed down to A and B but remembered how important the wording is. My thought process was, since the analyst specifically mentioned air conditioner use, considering other causes for the blackouts is out of the question - so A is wrong. Also, they say the rule is for residents in the home, so if the residents heed the request and blackouts still happen it must be from elsewhere and thats why I chose B.
