so confused

what is the difference between"fail to use the term to describe what it should have been described" and ""use the term to describe what they should not have been described as such"

I thought the Issues of the study would be the two answers before and after the slavery.....and i preclude the ture answer because i consider them not two answers(like two possible explanation) but two timely linear part of a same answer(i neglected the explictly stated "two intriguing answers"....) my bad
