You can still submit your applications before Halloween, you'll be fine. Taking the August one first and seeing if you want to retake it in October still may be your best bet though.

You're going to learn WAY more from drill sets than prep tests. Being able to do a Blind Review and wrong answer journal quickly after the questions is far more beneficial to upping your score than doing 2-3 prep tests a week. As Jake said, do a prep test every 1-2 weeks and spend that time you would otherwise use on prep tests drilling.
