How I understood it is that there are two ways to how profit can increase:

1. If more people move downtown

2. If traffic congestion decreases

They both do not necessarily have to be true in order for profits to increase, one or the other can increase downtown business profits on its own, but you do not NEED both to increase said profits.

The council member states that "a decrease in the cost of living in the downtown area will guarantee that the number of consumers living there will increase."

This translates to:

lower cost of living = more people moving downtown.

The council member also said, "The profits of downtown businesses will increase if more consumers live in the downtown area."

This translates to:

more people moving and living downtown = an increase in profits for businesses

So, if the cost of living decreases, more people will move downtown. And if more people move downtown, the profits of downtown businesses will increase. Hence why B is the correct answer. Not sure if I explained it well, but this is how my brain understood it, hope it helps!

Am I the only one who understands the questions in regular verbiage more than in "Lawgic" terms? The more I try and understand this Lawgic notion, the more I get confused..
