This is the logic I follow as I reevaluate this problem
The herd of moose increasing is a constant. → Understood as if nothing is done it will continue
A new species is introduced to "correct" this issue.

ok. Then the consequence would be that the herd population increases more than before.
E says the moose that are too old to reproduce are the ones targeted and killed.
The reproductive aspect of the moose is unaffected.
E seems to be a much more attractive answer to me. OH this is where JY's explanation didn't completely click for me. E is referencing specifically a subset of moose.
It is NOT saying that the old moose are targeted but rather JUST commenting on that hey. Old moose dies anyway.
So if answer choice E was altered as the wolves only attacked old moose, who are as likely to die of natural causes than attacks, then it would be the correct answer.
This structure is very similar to papers you'd write throughout your education.
Background/Context → Statement → Support (→ Statement again)
Although I find it difficult when they slather the whole thing in unfamiliar subject matters : /
