The 2nd test seems a bit vague to me. Is there any way to be more specific about what does or does not constitute the flaw so that we can identify whether an answer choice passes? In other words, is there a bright-line for "flaw"? or perhaps some flags or techniques we can use to id things that are more or less likely to be flaws?

Just a technical note: I think there is a typo in the printed version of this problem in the pseudo sufficient problem set. Answer choice (B) is written in the superlative form "Employees are most likely to carry out" as opposed to the comparative "more likely". I discounted (B) because "most" seemed too strong for a stimulus that was only contrasting two ways of making decision making.
