B is the strongest choice, seeing all the answers, but the conclusion is that they should praise their council for having similar wisdom and hiring a long-term economic advisor.
Premise one is that not being proactive and not thinking long term is not wise (analogy to motorists) and premise two (comparison to other cities in the region) the economy in the region having large gains when putting more resources into their development.
So, when B says that the economy and the population was smaller when they started devoting these resources, it does not make me think that guarantees a weakening to the conclusion of the argument.
Oh so now they should not praise the council for making this move because the population and economy just are not as big as the other cities that have done similar things with development. Just not a great question at the end of the day.
Me as well, I think the initial claim focusing on past and present cultures epoches really throws me off because the supported answer doest have to do with past and present and B did.
I did not fully understand what answer choice B was saying. I thought it was telling a pair of species, but it was referring to the "dolphin" and the "mice". Following, it makes much more sense
