It's the worst feeling when you carefully pick out an answer choice and then in the solution video JY blazes through that answer choice and says something like "What does this even mean? Of course this isn't the right answer" and moves on to the next one. xD
Do recent LSAT exams still require vocabulary knowledge? I didn't know what sanction meant, and I've noticed a few times where I don't know what a word means. Not sure how to improve this - do people actually study vocabulary to improve this? I feel like there's so many words in the English language I would have to get pretty lucky to actually learn the specific words that happen to be on the LSAT. #help (Added by Admin)

I thought it was (E) because we do not know that the city of Springhill is the one setting the threshold requirements. For example, what if some independent utilities company is the one setting the threshold requirements and the costs? However, if (E) were true then we would know that the city of Springhill has the power to make these changes. Could someone explain where I went wrong here?
