why is case by case situation not the same as more than one factor but rather the same as general rule?

I can understand why C is the correct answer, but can someone explain why E isnt? I think the conditional is saying if samantha is the killer then she did not leave behind finger or footprints. So to conclude that she is the killer, we must add the trigger of her not leaving behind her fingerprint.
I chose A because the distinction the first speaker made was: unauthorized access AND manipulating data, the second speaker only spoke about unauthorized access. How do you reconcile such a distinction.
