Are pre 2024 August test takers encouraged to use the new curriculum?

How does C not go after the conclusion, which we're told the right answer shouldn't? The conclusion is that soot itself is probably not the cause of the ailment, but C squarely implies that soot itself is the cause of the ailment in cities where it, and only little other pollutants, is present.

Can someone please link me to the page/video where he explains the A -> B, but if A/ then the rule falls apart?
