Like others, I chose B instead of E. I thought E was wrong because it was focused on the overall SUCCESS of education whereas the stimulus is not talking about the success of the painting. Am i missing something? The closest thing I can see in the stimulus is that each layer "adheres satisfactorily" but that does not guarantee an overall outcome of the painting. And yes it does say tat the preparation of surface and application of primer are "the most important steps" but again that does not indicate outcome.
