I don't feel very resolved about this answer. I thought the goal in undermining the city official's argument was to strengthen the citizen's argument. Plus I'm still a little uncertain as to where the healthcare system in the 1970's would come into play because when I saw that argument, it felt like the healthcare system was completely out of scope to the question altogether.
