I got this wrong because I failed to identify the activists main point of the closing to be a victory. I thought it was that the nuclear plant can’t operate safely and I chose AC A because I thought the renewing meant they would check for safety. AC B makes sense now.
I got this question right after spending a lot of time looking at it in BR. What helped me get the answer is paying very close attention to the question stem. It is just asking about an accurate count. In the stimulus its basically saying that the fishermen have a reason to know if the birds are eating toxic fish because they need to know if the fish is contaminated. AC B says the fishermen can give an inaccurate count because they don’t have to turn in all the dead birds to meet their needs — they can just give the government a few of them so that would make the government’s counts (like the question stem is asking) inaccurate. Hope this helps someone, it took me a while.
