B was attractive but there is no mention of setting good or bad precedent only in favor of banning or not...fortunately the math in this question makes it easy to choose D which is correct.
I'm understanding it as there can be acceptable limitation for the sake of society as a whole if those limitations would benefit the members it applies to. Children are those members so denying them right to vote is actually beneficial to them so D is the correct answer choice.
