I was extremely confused as to why D was right and B is wrong but I see that I didn't understand the stimulus correctly.
There must have been something said in the advertisement that changed the percentage of the number of people in the locality that smoke cigarettes NOT because they imposed a tax on cigarettes of 20 cents per pack. By the localist reducing the pack price, it is strengthening the argument in that it MUST have been something said.
In my opinion.. it is extremely important to separate the premises to fully understand what is being said.
