Call me hardheaded but I still think D is a better answer than E on #8. For one, we're assuming government regulations play a role on the 30% on WBM's. It's implied, yes, as it's a "tightly regulated" industry but nonetheless an assumption. Second, Passage B opens up with support for D in the first two sentences. It says that "drilling mud...[is] normally released only during the drilling phase" and that "these discharges are the main environmental concern in offshore oil production." That's a much stronger relationship in my opinion.

What am I missing here?

Going with JY's explanation, why is it okay to rule out answer choice D due to the "must" but the vice versa does not apply when choosing answer choice A? The main conclusion, after all, does say the "region must find ways to help business grow" and answer A substitutes this with "need."

Is this is not as simple as realizing there is a "no" in answer choice A that says the argument is not relying on that assumption when it is?
