My reasoning for E is if "some people are required to pay admission fee" is not true, then raising admission fees will not affect the museum going public negatively. Why aren't we supposed to take the stimulus as true? I took the premise that "the mandate will significantly increase the museum's operating expenses" as true, and that is why I was suspicious of A. It seemed like a trap answer choice that relies on common knowledge.
