what’s up bro! Not an expert, however your question, to some extent, seems rhetorical. An argument, by definition, must possess at least a premise and conclusion. Fact sets don’t own this property and are named as such since only listing facts with no ultimate claim being supported by the others, so to speak. In the question above, I would say there is no conclusion. In this case I typically focus on the scope (or the extent to which answer choices are warranted) by keeping in mind deductions from the fact set.
