I literally kept reading D as "hospital emergency faTalities" instead of facilities and was like that can't be correct.

I don't understand why E is not the answer. I know it's the trick answer but I kind of don't get why its not applicable. Like if institutions that are socially responsible lose power any way, than the conclusion that businesses must act socially responsible is weakened no?

I'm confused- it seems like E is what the context is saying, not the conclusion statement.
