For question 19) about the Law of Responsibility, could another explanation for why (E) is incorrect be that the conclusion states that the business that wishes to retain power as long as it can is only a sufficient condition to "acting responsibly" (necessary condition) because of the use of "must" (necessary condition indicator) in the conclusion statement? So, the author is also indicating that it is possible for those acting responsibly to not retain power, therefore (E) does NOT weaken the author's conclusion/ argument.
