Have you considered looking for investigator jobs for the DA? Most don't require experience and can get you access to the public arena. Probably will pay more than substitute teaching and may be willing to work with you as you go to school. Also look into staffing agencies that place teachers. Offers much better pay. It though right now but don't let that deter you from your dream
