I agree with Anthony. If the duties are not the same as before the broadening, then E is not a good answer for strengthening the argument since the stim specifically says the "same" duties.

what about if country Q mined more coal from its own land in 1991? Wouldn't that negate the fact that it neither imported or exported coal?
