I really struggled with this. I do not see how D paraphrase's the MC. I suppose I can see how "premature" can mean caution? I mean it makes sense, it's just tough for me to even see that. I know I could've eliminated the others, but this question was really tough for me.
I will say .. this one got me. When I was crossing out the options, I kept on telling myself "why are these questions talking about a ban or prohibition?". I still kind of don't understand it but I can see why B was the answer. Truthfully, I don't think the passage was specific enough to speak about any bans, when I read it, people's wants and need's about horses do not equal to a ban or prohibition of breeding. Yet, B and D assume there to be a "ban" or "prohibition".
Understandbly, I understand why the other options are not right.
