Ahhh I chose D because I didn't differentiate between people living near and residents. I was b/w A and D but chose D because I was thinking that just because they think it will make noise, they still may want it to be built due to other reasons.

This is one of those questions where I got to the correct AC through process of elimination but I did not "like" the answer.
