I am still having hard time why C is right and not B. I interpreted C as "soluble narcotic" which would make make one mood's less concentrate because it makes you feel drowsy and that's why people don't want narcotic. This supports the Conclusion.

On the other hand, I chose B because if they are drinking tea again in the evening, it could be another hypothesis where people drink less in the morning because they'll drink it again in the evening. #help
