For E I was thinking that contractors will exaggerate the cost. Then the contractor will say a higher fixed price, though it won’t change during the construction as cost-plus, it is higher than it is supposed to be.

The passage said that portable devices when turned on will affact the navi system. But A said once they been turned off, no interference they cause anymore. So just let them carry the devices but turn them off during landing. Then the navi system is no longer put at risk by the electronic devices. So A will weaken the statement, better choice than E.

Lets assume people in different towns pay the SAME for heating system. And they ALL make their room 20 degrees warmer than outside. And still people in C town kept their house warmer than the houses of people in T town like D said. Because there is original difference of 10 degrees between two towns. D is not solving the paradox…
