I'm confused regarding the scope of the principles involved in questions like these, because I have seen a variety of how stringently the principle is applied to the answers. In this specific question I selected C because although it is not a financial risk, an inconvenience to the other library users can be interpreted as a risk per se.
Further confusion I had regarding this question was why that principle is limited to one clause when I have seen in another questions that the principle is found throughout the stimulus. I was not only looking for a risk created by a transgressor in a certain situation, but also for the fact that if the fine for that risk were not applied, a collective punishment to all non-transgressing parties of the situation (the cardholders - the library users) would be unjustifiably exacted. Could someone please explain this better with this in mind?
