For anyone else confused on the logic of the example. My simpleton brain explained it like a teacher will only CITE you as late only if they NOTICE you are more than 5 minutes late. Kumar was late but he snuck into class 17 minutes late and the teacher did not notice Kumar because he is super sneaky. That is the only thing I can think of where Kumar wouldn't be cited.
