I thought the question was saying that they will favor the museum's side and which of the following will NOT be treated as benefiting the museum? So I thought I would have to choose something that goes against the museum's side.
I initially chose D, and understood why it's wrong. I guess I kinda understand what the flaw is: it's basically confusing "most votes" as "most preferred". But what I don't understand here is that
a) do we have to assume that people in each province chose their city as the best?
b) what if the capital had like 90 people and the rest had 5 each?
