C and E are different (I think) because C addresses the process ("techniques were developed") through which lamps are produced, and E addresses the outcome ("were produced") of that process.

The question asks us to identify what might count as factors that could influence the skewed distribution of lamp production. But descriptions of the outcome of the production cannot be that factor.
