It's a little confusing because "A society ought never to allow any of its explicit rules to be broken with impunity" If you act with impunity, you don't ever have fear of being punished. I feel like the stimulus would be less confusing if they didn't include the "with impunity" ending, because if a society allows its explicit rules to be broken with impunity wouldn't that also mean that the society routinely allows explicit rules to be broken without punishment?
