Should I look at this as: why is the risk likely to increase? bc the earth will become quite heavily cluttered?

I try using the why and therefore test but during BR i overthink this.

For question 17 I got it wrong both times because I eliminated AC E due to not understanding what it meant. When I was reviewing I worded it as: "do something that does not violate a patent" then it made sense. Does anyone else do super low interpretations for hard AC?
