How is E essential based on the language of a "viable solution" my line of thinking during test was that they could just build a new boat if we are talking about "viable solutions."

#help I chose B to rule out the possibility that the person was making excusing or lying about what happened. Is it always the case to take everything stated as a given? I have encountered questions where the correct answer is to dispel such a possibility.
#help Q 27 "many of whom" how is this correct? Is there a way to tell when to take the term "many" seriously and when not to? "Many" of such elites could be 4 out of 10 vice chancellors out of hundreds or thousands of "elite" over several years. Seems very weak to me.
#help "likely to cause" does not equal "proof" as answer choice D would have. This answer choice fails step one of 7sage's process to rule out answers, it is not even descriptively accurate. Can someone explain? I understand that the questions is asking which is "most vulnerable" yet the answer isn't even accurate to the argument.

For A what if it only increased by 3 persons? Or 10000 persons yet the population is in the millions, a lot of assumptions required for this to be correct.
D literally says "reduce slightly" so that's sufficient evidence now? Right.
