I think the key thing here in the stim. that makes B correct is the plural usage of the word "shortage" (implying that we're not necessarily talking about one big worldwide shortage). In that case, B makes a heck of a lot more sense because of the possibility of population growth creating an unattainable demand in a region with a small supply of water, and thereby a creating a shortage. Conversely, a region with a large enough supply of water to meet demands could withstand increased water demands caused by population growth. Took me like 20 minutes to figure out why B was correct and couldn't quite put my finger on it, but something clicked after noticing how the way shortage is used actually plays a big role in what the stimulus is truly saying. (I, like everyone else, also picked D initially. This questions stinks).

@ As far as I know, the experimental section can now be an extra LR, LG, or RC section. Of course you'll know which of the three sections it was, but you won't know which of the two is experimental and which is scored. The experimental section is pre-selected so no they don't drop the lowest score unfortunately. Hope this helps!
