Nearly all mail that is CA arrives with in 2 business days.
CA mail only takes longer when damaged, but even with this said we know that nearly all mail that is CA still arrives within 2 business days, so nearly all of them can't be damaged, or even if they were, nearly all still arrive within two business days.
Most of ALL mail takes 3 or more.
From this I took it that if nearly all mail that is correctly addressed, damaged or not, arrives within 2, then the proportion of that mail in ALL mail is less than the proportion of /CA mail.
Just restating: Even if it were damaged, nearly all CA mail still arrives within 2 business days, it ONLY takes longer when damaged (looked at this as just a little qualifier for CA mail over two days, it doesn't tell us much about the rest). Nearly all CA is 2 or less, nearly all overall mail is 3 or more. So that means more mail than not is /CA.
Hope that helps. Talking it through to myself helped me, I chose C initially but I see how that was wrong. Just because nearly all mail that is CA arrives in 2 days doesn't mean that most mail that arrives in 2 days is CA. Answer choice C says most mail, meaning most of ALL mail delivered in 2 days. Most of all mail doesn't have to be CA, could be a very small portion and just most of that small portion makes it. There could be a higher number of /CA mail that arrives in 2 days compared to CA, but an even higher number of /CA mail arrives later.
