Questions like these always trip me up at first, but after looking kinda digging thru it the assumption that needs to be made makes a lot of sense.

How I think about this one is, you go to the dog park to observe dogs drinking water. Day one you could observe 70% and this could include drinking water from a bowl, water bottle, dog water fountain, out of owners hands, etc. And on the second day you also go to observe dogs drinking water but only observe 40% because you only looked at the bowl.

My explanation may be confusing, but this is what helps me get a better grasp.
